menus were click-to-open. When tabbing the user has to press Enter to
open/close each submenu.
I prefer this behaviour, but it does make it impossible to select the top
level menu item.
I was more concerned that the front end and back end tabbing behaviour is
different (if jQuery isn't present), but actually it's not the end of the
world because the user can hit enter on the admin link and then tab
through all the menu items once they're in the admin area.
