Comment:

 This line https://core.trac.wordpress.org/browser/trunk/wp-includes/class-
 wp-editor.php#L45 ignores user_can_richedit() and the user option to have
 TinyMCE or not.

 Think it was done that way so the visual editor can be used on the front
 end for not logged in users, but ignoring user options is a regression.

 Looking for better workaround for that.
