 When no sidebar is present, the styling looks off due to the tab panel
 content overflowing into the space where the sidebar is.

 It might be possible to create some complex CSS-only solution to this, but
 I think a more manageable way is to simply add a class to the #contextual-
 help-back div when a sidebar is absent. Styling this class would then
 allow for expanding out the background.

 I'll attach a patch showing my idea.
