Comment:

 >What I'd like to see for 3.3 is for the flyouts to not hide under the
 admin bar when the submenus reproduce like rabbits.

 What if we tell the JS not to add the margin-top in the case it's taller
 than the window? I'm not sure my approach is sound here. Testing needed.
