 "Dismiss this message" needs love.  The default theme stuff could change
 to mentioning the current theme. Then we could show links based on the
 capabilities of the current theme.  If we stick with mentioning the
 default theme, we need to accommodate for WP_DEFAULT_THEME and will be
 unable to determine actual capabilities.
