 What if the sitemeta key were the path to the ms media root ex /wp-
 content/uploads/sites and that was used on blog/site creation to set the
 upload_path, etc. Then if the network owner wanted to split media across
 multiple folders they could just change that path. It also could be added
 to the create a network screen.
