Comment:

 It starts with 0 intentionally, because that is how FSF does it,. As we
 are liberally quoting them, we are following their system (even though
 Americans usually don't start from 0 in lists or apartment floors). We
 absolutely cannot change this to start from 1, and it's not a bug.
