 I'm inclined to agree with Ian and Aaron.  If we're going to use an HTML5
 doctype then we should be trying to properly use HTML5.

 Also, this certainly doesn't have to affect child themes.  True, it will
 unless the author of the child theme changes it, but it's pretty simple to
 change.
