 The newest patch (17323.5.diff) does NOT remove the collapsing bits, uses
 the new functionality westi added to add a class to the metabox if the
 browser is "insecure", updates the styles accordingly, moves the new
 `wp_check_browser_version()` into wp-admin/include/dashboard.php, adds a
 dismiss link that actually works (thanks azzaoz).

 Known issues:
 * If you have too many columns or make your browser skinny enough, the
 browser logo can slightly overlap the metabox title.
 * The sprite is really heavy (200k) and needs to be optimized.
