 http://api.wordpress.org/core/browse-happy/1.0/ now works based on UA-
 parsing code from Aaron and the help of Otto. Thanks!

 Only thing we're waiting on is a determination of when and how to warn.
 The API could potentially become simpler if it is ultimately decided to
 not show a message for older browsers other than IE6/7, but per the IRC
 discussion, that is what the code so far has been written for.

 So we need to figure out exactly what messages to show, including the
 specific text.
