 We don't have much of a choice here. Shortcodes aren't processed until
 after we're generating the body. A theme can work around this. Indeed, the
 default WordPress behavior for both Twenty Ten and Twenty Eleven is
 compliant.

 Eventually, the standard will catch up and allow us to set a scope for
 <style> in <body>.
