 The contextual help tabs attached to the screens Network
 Admin>Settings>Settings and Network Admin>Settings>Network Setup refer to
 the Super Admin section of the main (site) left navigation menu. This menu
 section was only in 3.0. I have a patch ready that reflects the new nav
 menu being in the separate Network Admin section.
