Comment:

 Refreshed.

 Changes to original patch:
  * Check `$submenu[$item[2]]` before assigning it to `$submenu_items`
  * Don't use `$menu_file` for the menu links as query string may have been
 stripped (though the branch that was changed to use this is never executed
 in core from inspection)

 However, I would be surprised if this actually gives any noticeable
 performance enhancement.
