 If it's not feasible to undbundle for 3.2 for whatever reason, what about
 eliminating the reinstall-on-core-upgrade behavior (for Akismet and Hello
 Dolly)? I know that's been discussed, but I'm not sure what the current
 status of that idea/path is.
