 Thanks for reporting the issue. Please keep in mind that this is
 subjective. As a hot-fix i can only suggest you to disable the admin bar
 completely as it behaves in the way to open submenus on mouse hovering
 instead of clicking.

 But i think your point is valid as this is a admin bar and not a site-
 drop-down-navivation.

 what is your level of experience with CSS, PHP and HTML?
