 The 004 patch is just 003 refreshed to work on the current trunk.  It
 gives us a `remove_dot_segments()` function in wp-includes/formatting.php
 and it allows for you to specify a third directory parameter for
 `get_template_part` while still supporting the directory being added as
 part of the first slug parameter (should be completely backwards
 compatible).
