Comment (by xknown):

 The are two problems that may need to be addressed:

  * setlocale only works if the locale name matches a system locale.
  * two different .mo files may not be used when they contain translations
 of the same domain. For example, "$locale.mo" and "ms-$locale.mo" (both
 referenced in the core).
