 The label is bit of a misnomer.  An email is still sent regardless, but
 what it does is bypass the confirmation link that is sent. Meaning, if you
 check that box, the user is immediately added to the network/site, you can
 edit their profile immediately. Otherwise, you have to wait until they
 confirm.
