Comment (by nacin):

 Loading WordPress in a function call will break plugins and themes.
 Eventually we may want them to be able to leverage the test suite. Or
 maybe not. But I'm not comfortable with it as it may make some tests more
 difficult.

 Can we move this over to there UT Trac and close this?
