 When uploading an image to WordPress and attempting to attach it to a Post
 or Page through the Media Library, the menu for selection is blank. There
 are no pages or posts listed to attach to. I was having this issue on an
 updated version of WordPress with about 12 plugins installed, but I
 installed a fresh copy and used the default theme to get the same errors
 with no plugins installed. I thought there was an error on my end, but I
 am seeing the issue in a brand new install.

 Replication:
 Install a fresh copy of WordPress
 Upload an image
 Attempt to attach it

 From what I can tell, this happens in all browsers.
