Comment:

 I'm no JS guru, so I'm sure someone else can clean this up.

 But as it is, it appears to work nicely for hiding the 3rd and/or 4th row
 of buttons in the Visual Editor's toolbar, if they exist.

 (Side note: the .dev version was not loaded when SCRIPT_DEBUG was set to
 true. see #16578)
