Comment:

 Actually, all of the mentioned list screens already have the Delete links
 in 3.2:

 * Posts → Categories
 * Posts → Tags
 * Media → Library
 * Links → All Links
 * Links → Link Categories
 * Users → All Users

 Perhaps a separate link on edit screens is no longer needed?
