Comment:

 Unfortunately the server cannot "see" the image to determine it's exactly
 the same :)

 There are many legitimate uses for allowing images with the same name to
 be uploaded, for example pictures taken with the same (digital) camera are
 usually named with sequential numbers, so often there are many images with
 the same name on different memory cards.
