 I was going down the action path before I wrote this patch but then
 changed my mind. I'm probably wrong :)

 I think what put me off is that I couldn't remember how to make sure that
 my test plugin had the only function registered for that action. Is it
 just a case of calling remove_all_actions() and hoping that another plugin
 doesn't come along after it?
