 As for the slug, it works fine on Apache, so it might be an IIS
 configuration issue.

 As for the file name, it doesn't work on Windows indeed. Looks like a
 duplicate of #15955.

 As for Internal Linking, the ticket description might be inaccurate from
 the start.
