Comment:

 Those warnings are all @-suppressed, so it's a bug in the Debug Bar's
 custom error handler.  Not with WP.

 Debug Bar should be checking the return value of {{{error_reporting()}}}.

 Closing as invalid (technically) and pinging the plugin authors.
