Comment:

 If I'm understanding the issue correctly, this is due to the
 implementation of TinyMCE, which will attempt to insert dragged contents
 at the point of release. Since the contents in the case contain a div, the
 p tag is forced to separate.

 Bumping the image to the beginning/end of the paragraph would be a bit
 more usable, but likely isn't worth the investment. Patches welcome.
