 Attached patch prevents no new actions from being added via the filter.

 They can still do it by extending get_bulk_actions(), but that isn't
 supported. Otherwise, this filter ties our hands for future attempts to
 dry up all of the bulk action handler code (#16166) and also AJAX bulk
 actions.
