 Keep in mind roles are not necessarily hierarchical, so that won't work,
 save actually comparing individual caps.

 promote_users just means you can change the role of the user in general.
 You can change them to anything you'd like. The only restriction is you
 can't bulk-promote/demote yourself to a role that no longer has
 promote_users.
