 That feels like an arbitrary distinction.

 I guess the question is, how often does someone use the when the are
 initially setting up a site vs. how often do they use it for an existing
 site?  My ''guess (which could be wrong)'' is that +85% of the time they
 are doing it upon initial setup with the actual page has not yet been
 created.  Why not create it for them as a placeholder if its not already
 there, or associate with one that's already been created?

 Again, it just seems arbitrary to make that distinction and in the 100% of
 the use-cases that I have it would be helpful if I could just go and
 configure front page+post list page and it would create the pages for me.

 Of course either way you decide it's still trivial effort, it's just an
 annoyance that should be annoying IMO.
