 In WP 3.3 there is one new occurence for "Welcome" string. But in some
 languages there is not only one ideal context for this word.

 1) Welcome as a verb (suitable for Install screen).

 2) Welcome as a noun (suitable for Screen Options, there are no other
 verbs).

 I created basic patch to better explain this idea.
