 [attachment:18180.5.diff] makes setup-config.php agnostic to the default
 values for the various constants, such as "database_name_here",
 "password_here", and "put your unique phrase here". That means that once
 the strings are i18n'd, translators will no longer need to touch setup-
 config.php to make it match any wp-config-sample.php changes.
