 We have some problems with the API. It's given plugin installation
 timeouts in 3.2. and 3.3.

 It seems like the API is getting more traffic and sometime cannot afford
 the petitions in less than 15 seconds.

 Patch attached to change timeout from 15 seconds to 60 seconds.
