 Not sure about this part. When I change the date, I only have to click OK
 once.

 My steps:

 1. Made a new post, published. The post permalink is /2011/12/test/.
 2. Edited the post date to September 21st, 2011.
 3. Clicked Update.
 4. The post permalink is now /2011/09/test/, still available.

 Are you sure the issue can be reproduced with all plugins disabled?
