 What if Twenty Twelve implemented a new, standard set of Theme action
 hooks, intended to become the de facto standard for other Themes to
 emulate?

 From a Theme Review Team perspective, I would like that approach, because
 it is something that we could then phase into the Theme Review guidelines,
 to help promote Theme adoption of the standard set of Theme hooks.
