 The list is often gamed, does not serve much of a purpose, and should be
 de-emphasized overall.

 Attached patch removes it from the plugin installer. It can remain in the
 theme installer for now, as such updates are controlled, throttled, and
 reviewed.

 Soon it will be removed from the /extend/plugins/ homepage as well.
