 It looks like plugin data might still be held in Cache. Look at
 [http://codex.wordpress.org/Class_Reference/WP_Object_Cache
 WP_Object_Cache].

 * My suggestion would be try renaming a folder within the Plugins
 Directory /wp-content/plugins/.
 * Then loading the WP-Admin Plugins Page.
 * Then rename that folder back.
 * Then loading the WP-Admin Plugins Page again.

 See if the number still show an update.
