 Yes!

 I have to change that setting manually for every single client multisite
 setup I install.  It's not a matter of making a decision, it's just a
 necessity.  Non-tech-savvy users with high-megapixel cameras tend to
 forget that the photo that looks nice and small on their phone is really
 4-6MB in size when they upload it to their site.  Having a 100MB space
 limitation by default would help!
