Comment:

 We should consider implementing comment history, taking a page from what
 Akismet has done. We could mark why a comment got marked as spam (or by
 whom), and cover who moderated what, who edited what, etc. It also opens
 the door into comment revisions and thus comment types. Obviously outside
 the scope of this ticket, which can be answered very simply:

 > When a comment contains any of these words in its content, name, URL,
 e-mail, or IP, it will be held in the <a href="edit-
 comments.php?comment_status=moderated">moderation queue</a>. One word or
 IP per line. It will match inside words, so "press" will match
 "WordPress".

 That's the description of the textarea in the admin. It's clear as to the
 intended functionality, so, the ticket is invalid.

 With regards to removing it all together, I imagine there are legitimate
 uses, including those outside of "spam" control.
