 What's the rationale for it not being a good solution?

 I think it makes sense to remove header images on the page where you add
 them. I've seen more than a few users get confused by this when choosing
 to show a random header.  On the Media screen, it might also make sense to
 show the image as "Attached As Header," rather than unattached.
