Comment:

 This is the general idea, long-term, for managing widgets. Much like
 menus, you'd create widget "groups" that you could assign to a sidebar
 location, move the entire group to a new sidebar location, or disable or
 enable each group as needed.

 The key is not to have any "inactive" widgets any more, just widget groups
 that are either assigned to a sidebar location, or not assigned.
