 That filter has been redundant for couple of years now. However it used to
 be required for all external TinyMCE plugins that were loaded by WP.
 Thinking we still need to have some explanation on how to achieve the
 scripts and styles refresh when loading external plugins. Perhaps it would
 be better to add this to the codex and only leave a link to it at the
 place the filter used to be.
