 This sounds like #17200 to me.. although that doesnt have a outcome yet.

 This comment from that ticket is relevant:
 > Can you install the "Debug Bar" plugin & add define('SAVEQUERIES',
 true); to your wp-config.php file; Once that's done, Perform the search
 and click the Debug button in the Admin Bar, if you can copy the queries
 made to check that nothing is being excluded?

 The full set of SQL isn't really needed, just the "Query SQL" section to
 start with.
