 I think it might actually be better to remove some of these options from
 the UI rather than add new ones.

 In general they are not an effective way of fighting comment spam.

 The specific use case of whitelist'ing an IP to allow faster commenting
 sounds like something better implemented as an activate and forget plugin
 without a UI than a core option.
