 Thank you - I knew I was missing something.

 I've been able to write a plugin to work with this patch and it appears to
 work well. I'm asking some colleagues to test the patch and my plugin to
 see if it allows them to control the use of cookies in the ways they'd
 like to, whilst still retaining the default behavior.
