Comment:

 Damn - sorry people - missed the dropins - strangely though it was not
 those.

 However I did have some old odd files (zips and code snippets) sitting in
 plugins folder - I moved them out and cleaned out some and now it's gone.
 It was around for a few days - seemingly off/on - I don't know which
 caused the problem or why (all but the dropins were deactivated).  I tried
 putting a few files back to see if I could recreate but could not.   Pity
 - would love to know what caused it.  Sometimes the 'box' seemed to
 'hover' when scrolling.

 ...
 Should have checked on another system first before reporting.
 I get torn between absolute faith in the quality of WP releases ..and
 knowing that there are so many varieties of circumstances out there that
 maybe just maybe I have found a singularity.
