 I agree. See #15100 (reusing header images) and #17241 (see note about
 reusing background images).

 Good idea. That way it's flexible up to the constraints of the theme
 layout. I think that would work for logos, but for full-width header
 images it might lead to some ugly-ish layouts if the header image doesn't
 fill the width allotted.
