 I can see this implemented when uploading images from the header settings
 screen, i.e. if the user starts the uploader from the theme options page
 we add some meta to indicate the images are intended for the header. Also
 can have a checkbox when browsing the media library from the same screen
 to select previously uploaded images for headers.
