 Second pass, more direct. Should I put this in a new patch?:

 Once you add this code, and refresh your browser, the multisite network
 should be enabled. This screen archives that added code. The Network Admin
 sections have a new left navigation for 15 screens.  You can toggle
 between Network Admin and Site Admin in the upper right of the Admin
 Header.
