Comment:

 This was removed in #10187, and was in 3.1 (ie. didn't start with 3.1.1)

 There have been 2 major IIS releases since IIS 5.0 was released, and
 Windows 2000 and IIS 5.0 are no longer supported by Microsoft (The
 extended support period is over).

 IIS 5.0 is stretching the bounds of reasonable support, which was why
 support for it was dropped in #10187 in favour of a more compatible
 approach for recent versions.

 I'd also like to make mention that WordPress 3.2 will require PHP 5.2.4,
 and if memory serves me correctly, PHP 5.2.x doesn't officially support
 Windows 2000/IIS 5.0 either.
